On Oct 23, 2023: The UAE Ministry of Education and e& have signed a Memorandum of Understanding (MoU) to enhance technology education programmes in the UAE. The aim is to develop and offer state-of-the-art computer science education, providing access to the latest technological advancements including integrating AI tools and mechanisms, which will enhance the educational sector.

On Jan 31, 2024: The Knowledge and Human Development Authority (KHDA) and Dubai Health Authority (DHA) signed a Memorandum of Understanding (MoU) to enhance the health and well-being of students, staff, and parents across private schools in Dubai.

In terms of agreements between EdTech start-ups or mature firms with schools, they should cover at a minimum the use, deletion, or porting of student records/data in case of any future discontinuation by the school, or a merger or acquisition of the company; payment model and terms; ownership and use of intellectual property including any moral or analogous rights of children as authors; and any local law or school-specific procurement requirements (also discussed in this article).

In the absence of EdTech-specific data protection legislation in the MENA region, being compliant with international best practice (e.g. US EdTech requirements), may be a point of differentiation for EdTech companies bidding for work in schools in the region.

Article 2 of the 2022 Telecommunications and Information Technology Act stipulates that it aims to “promote digital transformation, stimulate the use and utilization of ICT in all sectors”. This Act repealed the 2001 Telecommunications Law by broadening the scope and focus from telecommunications to include new forms of technology and digital services to promote Saudi Arabia’s digital transformation, innovation, and technological development. The CICT remains the main authority implementing the 2022 Act.

The UAE School Inspection Framework refers to “learning technologies” as “Electronic devices and resources which are accessible and used by students and teachers to support day-to-day teaching, learning and development”.
